Communication and Information Agency of Uzbekistan has been established by the Decree of the President of the Republic of Uzbekistan "On further development of computerization and introduction the informational and communication technologies" № UP-3080 dated May 30, 2002 and the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On measures for further development of informational and communication technologies" № 200 dated June 6, 2002.
Regulations and organizational structure of the Communication and Information Agency of Uzbekistan have been approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On improvement of management organization in communication and information" № 328 dated September 23, 2002.
Main functions and rights
Main tasks of the Agency include:
- realization of strategic priorities in creation, functioning and providing services of local, long-distance, international telephone and telegraphic and postal communication, distribution press materials, data networks, including the Internet, networks of a radio communication and radio and TV broadcasting;
- activities management in the postal servicessystem, state regulation in development of telecommunications and data networks, creation a competitive environment in these spheres, licensing the relevant kinds of activities;
- introduction the modern international standards, development of national standards, specifications and requirements for telecommunication and information technologies;
- organization of development of the market for information resources, as well as development and implementation of the programs on transition to the electronic forms of information exchange in state administration, business, public health services, science, education, and other spheres;
- Implementation of measures for consumer rights protection in communication and information field, insurance of information security of the postal services networks, telecommunications, information systems;
- their priority use for interests of state authority and management, defense and national security of the Republic of Uzbekistan including emergency situations.
Agency within the framework of its competence is empowered:
- in compliance with present legislation of the Republic of Uzbekistan to issue normative documents obligatory for execution by legal and physical persons providing or using services in communication and information field and carrying out design, construction and operation of systems and structures in that sphere;
- in prescribed order to certificate communication equipments and information technologies, to give out a permission for operation of radio electronic equipment and high-frequency devices in the Republic of Uzbekistan;
- in emergency situations (military actions, earthquakes, floods, fires, epidemics and others) to have a priority use, as well as to limit or suspend an operation of any network and means of post communication, telecommunications and information systems;
- to forbid in prescribed order an operation of radio electronic equipment and high-frequency devices in case of their incompliance with the existing standards and technical norms, failure to ensure people’s safety, environment protection, as well as for non-paid for radio frequency spectrum usage, and in other special circumstances.
